The following is the draft of the freedom of information request that will be sent before November 7th in an attempt to get more information about the “Mystery Contract.” Another request worded slightly different will be sent after November 7th if voters pass the referendum. If voters don’t pass the referendum, this request will still require a response.

Dear Mr. Alverson:

This is a request under the Freedom of Information Act (FOIA). I request a copy of the following documents.

  • The most recent draft copy of the unsigned contract between the County government and the State government concerning the terms agreed upon for the County to be allowed to pave 157,535,684 dollars of State roads. This is the contract mentioned during the question and answer session at a presentation held at the public library in Boiling Springs at 5:30 PM on Friday, October 20th. You and Mr. Allen Smith were giving the presentation.
  • Any signed documents between County representatives and State representatives concerning the document requested above. This would include any documents that require both parties to sign any specifically referenced draft documents if voters pass the November 7th ballot referendum.

I am requesting expedited processing due to the fact that there is a ballot referendum on November 7, 2023 in Spartanburg County. Making the documents available as early as possible will increase the number of voters that have a chance to review the documents before election day.

The documents are preferred in a PDF format that allows the text to be copied but will be accepted in any form available. I am willing to pay any reasonable expedited processing fee. I am a private citizen requesting the documents to be used for the purpose of educating voters.
