A sign of a well run municipality is a reserve fund. A reserve fund protects residents from tax increase needed to cover unforeseen expenses.

The good news here is that the benefits of expanding the Town of Duncan tax base with industry instead of subdivisions is starting to pay off. Industry is taxed at a higher rate than residential and has the benefits of requiring very few resources to maintain. There is no trash pick-up costs, few calls for police protection and the maintenance department rarely needs to do anything for industry.

This is the first year that the town had a budget surplus. I am looking forward to easily meeting the goal of a solid reserve fund over the next four years.
